COVID restrictions

  • In addition to be fully vaccinated at least 7 days before the travel with accepted series of vaccinations, all passengers arriving to Finland are required a valid test certificate (PCR or antigen). Test must be done within 48 hours before arriving to Finland. The certificate should contain at least your name, date of birth, diagnostic method, test and time of the test as well as the laboratory, health authority or national authority who issued the certificate. Finnish government has set stricter restrictions:

  • Now all passengers arriving to Finland should come with a valid test certificate (PCR or antigen). Test should be done 48 hours before arriving to Finland. The certificate should contain at least your name, date of birth, diagnostic method, test and time of the test as well as the laboratory, health authority or national authority who issued the certificate.
  • There are new restrictions concerning restaurants and barst till 16th January:
  • Bars and other restaurants whose main activity is the serving alcohol must stop serving at 5 pm and close their doors at 6 pm.
  • Food restaurants must also stop serving alcohol at 5pm, but they are allowed to keep their doors open until 8pm (using a corona passport). There could be only 75% of total capacity. Restaurants may serve take-away food.
  • High-risk and moderated-risk events are forbidden (not even corona passport) -> Mainly those mass events in which seating is not specified.
  • Low-risk events can be celebrated with Corona Passport (e.g. cinema, museo)
  • Oulu area has slighly stricter restrictions until 31.12.2021. After New Year, situation will be assessed again.

  • COVID-19 certificate issued outside EU are now accepted as COVID19 passport.

It looks like Finnish Government will issue new restrictions, so stay tuned for new information in the current week.

In general at this stage: * In addition to be fully vaccinated with accepted series of vaccinations, all persons arriving to Finnland are required to present a negative covid-19 test result of less than 48 hours in as a condition of entry, starting from 28.12.2021. The results of both PCR and Antigen tests are accepted. If you do not have any of those vaccines you might not have granted access to Finland. * There are further restrictions for those that are not fully vaccinated. More info in the border security page. * Finnish government recommends to register your arrival to Finland through FinEntry service before coming to Finland. It will provide updated instructions on requirements to access the country. * Mask is recommended in indoors spaces, including all with full vaccinations * Access to certain public spaces (e.g. some restaurants, bars or sport facilities) might require the so called “EU Digital COVID Certificate” / “COVID Passport” in order to avoid restrictions in certain areas of Finland. If you live outside EU, you can check the list of countries which has signed a cooperation agreement, so COVID19 certificates from these countries can be used as COVID passports. You can also check if you COVID certificate is valid in Finland by downloading the COVID Certificate Reader.

Anyhow, remember that as safety measure for all Bootcamp participants, we require that all participants must be both vaccinated and recently tested to enter to the bootcamp. All type of tests, no older than 72 hours, will be accepted.

You can’t travel to Finland from (and if you have been lately): Botswana, Eswatini, South-Africa, Lesotho, Mosambik, Namibia or Zimbabwe.

You can travel to Finland from all the other countries, if you have required vaccines given at least 14 days before the trip. You should have a certificate reporting vaccination. It should include: the vaccine that was administered, the number of doses in the series of vaccinations, dates of the vaccinations, the place where the certificate was issued and the date, the signature or stamp of the giver of the vaccine, or similar confirmation.

Finnish Government is planning to ease COVID restrictions on 15.10.21. Stay tunned for more information. We will publish new rules to access the country as soon as the Finnish Government make them official.

Currently, in Oulu area there are no restrictions concerning organization of public events or attendance to bars or restaurants. Mask is only recommended in public transport or in indoors spaces when safety distance is difficult to achieve. More info about COVID situation in Oulu

It looks like Finland would be stepping down on Covid restrictions nationally, mid October. Travel restrictions over the border might still exist even if this would happen.

Finland policy concerning acceptance of passengers due to COVID adapt to the pandemic situation. The Finnish border guard keep updated information on requirements and restrictions.

Current policy

Entering the country

  • Persons who have received a complete and valid vaccination series may be granted entry into Finland from any country, provided that at least 14 days have passed since the last vaccine dose has been received. Please, check that your vaccine has been accepted by Finnish Institute of Health and Welfare and that you have a valid coronavirus certificate (first question in the link).
  • It is preferred if you have a EU Covid certificate.
  • If you do not have a EU COVID certificate, you should have a reliable COVID certificate that includes:

    • All information should be written in Finnish, Swedish, or English, or in the Sámi Homeland area, in Sámi.
    • The person’s name and birth date
    • A certificate reporting a negative test result indicating: the type of test (diagnostic method), the time when the sample was taken, the laboratory, health official, or other national official that issued the certificate. Health officials at the point of entry will decide which types of COVID-19 tests taken before entry are accepted. THL recommends that PCR- and antigen tests be accepted as test types in connection with entry into the country.
    • A certificate reporting vaccination should include: the vaccine that was administered, the number of doses in the series of vaccinations, the place where the certificate was issued and the date, the signature or stamp of the giver of the vaccine, or similar confirmation
    • A certificate for a COVID-19 disease that a person has had should include: the time of the illness, the place where the certificate was issued and the date, a doctor’s signature and stamp, or equivalent confirmation.
  • Travellers arriving in Finland from EU and SChengen countries, or citizens and permanent residents departing from low risk countries (Hong Kong, Macau, New Zealand, Saudi Arabia and Taiwan) are not bound to travel restrictions. Still you may be subject to health checks, corona tests on arrival, and even quarantine

  • Travellers arriving in Finland from any other country not mention before, and who has not have yet the complete vaccination, can access the country must have a valid reason to access the country, not being attendance to Bootcamp one of these reasons.

Health security on entry into country

  • When arriving from a risk country with a certificate of an approved full-course COVID-19 vaccination (no less than 14 days from the last dose) or laboratory confirmation of having been infected with COVID-19 within the past 6 months, you do not need to take the COVID-19 test.   • If you have a certificate of having tested negative for the coronavirus no more than 72 hours before arrival in Finland or of having received the first dose of a COVID-19 vaccine course at least 14 days before arrival in Finland, you will be referred to the test within 3–5 days of arrival in Finland. See what would include a valid covid test in the first question of this link.
  • If you do not have any of the above-mentioned certificates, you will be referred to the COVID-19 test at your point of entry and within 3–5 days of arrival in Finland. You would need to stay at home/hotel after you receive a negative result.
